If this is true, wouldn't this bar us from getting patrons gold if it isn't available yet?
From experience the upgrades are:
- 1 per deck from performing each Patron's action 10 times. Doesn't matter whether it's you or the opponent who brings that deck to the table.
- 2 per deck from Clues which drop in Tribute Victory chests, but very rarely (I have never had more than 1 per day).
AND...
- 1 other upgrade per deck. Gaining these was NOT random for me: nor did it depend on having that particular deck in the game (I got the Orgnum and Red Eagle upgrades before I had acquired either deck at all): it came when LEVELLING UP my Tribute skill, from 1 to the maximum 8 ("Master"). Each upgrade came with a level-up in the skill line.
This is where the problem is: there are 8 cards gained when levelling up, BUT only seven level upgrades (since you do not get an upgrade card at level 1).
This set of eight cards is as follows:
(Ansei) Hel Shira Herald
(Duke of Crows) Toll of Silver
(Grandmaster Hlaalu) Ebony Mine
(Loremaster Celarus) Augur's Counsel
(Rajhin) Prowling Shadow
(Red Eagle) Imperial Plunder
(Saint Pelin) Legion's Arrival
(Sorcerer Orgnum) Pyandonean War Fleet
Of those eight, I too am missing "Legion's Arrival", and am now level 8 Master with no further levels to gain.
Does anybody else here have "Legion's Arrival" but is missing a different card from this set (implying that the upgrades are random)? Or are they fixed to level, and thus everybody is missing "Legion's Arrival" because it's the missing one from level 1 which is not a properly "gained" level-up?

It is correct. This seems to be the problem. Legion's Arrival must been attended as a freebie card upgrade but isn't awarded at all.

I suppose that's possible, but if that's the case, it would be unlocked at the exact moment you can actually play the game (level 1) meaning you'd never not have it in your deck. It would be an odd situation where you have an "upgrade" which is actually a downgrade which would be awarded before your first game.

Well, that would explain why it is a downgrade and not an upgrade. It's suppose to be free. Plus, you don't actually upgrade ALL your cards when you do get a card upgrade. It seems to only work on one or two variations of that card.

Yeah, what's up with that? Recently, I bought one of two 8-cost Hlaalu cards from the tavern, only to notice I picked up a House Marketplace instead of the House Embassy next to it. Was pretty annoyed.
Does this happen when one of the two players doesn't have the upgrade? It's just so obscure.

Only some of your cards get upgraded. You will always have some of the original cards in addition to the upgrades. You start with two House Marketplace cards. Only one of them gets upgraded to House Embassy. So after the upgrade you will have one House Marketplace and one House Embassy.
