Issue unlocking the card "Legion's Arrival"

I'm wondering if anyone with this card unlocked knows the specifics on how to obtain it. I've gotten the two Pelin cards sourced through clues (Knight Commander and Knight of Saint Pelin) and I've unlocked Siege Weapon Volley through the achievement for patron use in pvp games. However, the 4th unlock for each deck doesn't seem to have a noted source for any deck. I came across the other 7 through the natural course of gameplay but this one must have some trigger I'm not aware of.

Is the card unlock bugged or is is possible to obtain and I just haven't stumbled into the method yet?

    I am pretty sure this card is unobtainable as of this moment. It also happens to be a downgrade instead of an upgrade, so likely needs to be looked at by the devs!

    I am pretty sure this card is unobtainable as of this moment. It also happens to be a downgrade instead of an upgrade, so likely needs to be looked at by the devs!

    That sounds like it might be the case. If it is unobtainable, I'm wondering if it's connected to the card being a clear downgrade. Maybe there is a bad link behind the scenes preventing progress.

    I haven't bug reported this yet as it's difficult to prove something doesn't exist, but hopefully others will chime in, whether they have this card or not. If nobody actually has it, I'll assume it's bugged and report it later on.

    I read that 2 from each patron are from clues, 1 from each patron use achievement, and the last one randomly after finishing a game with that patron.

    Agreed, and that was my experience with all the other card upgrades. This last one seems to be difficult or unavailable to obtain. If there is some proof that it exists on live, I'll continue hunting it, but for now I'm waiting to see if anyone has it unlocked and if possible learn how they did it.

    This should be the case, yes. It blocks out Card Connoisseur (all cards unlocked) and Shield of HIgh Rock (all Pelin cards unlocked). However, I somehow have the Tales of Tribute Master achievement which unlocks the Patron's Gold dye even though it requires Card Connoisseur.

    From experience the upgrades are:

    - 1 per deck from performing each Patron's action 10 times. Doesn't matter whether it's you or the opponent who brings that deck to the table.
    - 2 per deck from Clues which drop in Tribute Victory chests, but very rarely (I have never had more than 1 per day).

    AND...

    - 1 other upgrade per deck. Gaining these was NOT random for me: nor did it depend on having that particular deck in the game (I got the Orgnum and Red Eagle upgrades before I had acquired either deck at all): it came when LEVELLING UP my Tribute skill, from 1 to the maximum 8 ("Master"). Each upgrade came with a level-up in the skill line.

    This is where the problem is: there are 8 cards gained when levelling up, BUT only seven level upgrades (since you do not get an upgrade card at level 1).

    This set of eight cards is as follows:

    (Ansei) Hel Shira Herald
    (Duke of Crows) Toll of Silver
    (Grandmaster Hlaalu) Ebony Mine
    (Loremaster Celarus) Augur's Counsel
    (Rajhin) Prowling Shadow
    (Red Eagle) Imperial Plunder
    (Saint Pelin) Legion's Arrival
    (Sorcerer Orgnum) Pyandonean War Fleet

    Of those eight, I too am missing "Legion's Arrival", and am now level 8 Master with no further levels to gain.

    Does anybody else here have "Legion's Arrival" but is missing a different card from this set (implying that the upgrades are random)? Or are they fixed to level, and thus everybody is missing "Legion's Arrival" because it's the missing one from level 1 which is not a properly "gained" level-up?

    This is actually extremely enlightening information and your hypothesis does make sense. Getting a new card unlocked for each level seems to be the case. I'm hoping others might be able to chime in and confirm this acquisition method. Assuming that's how these cards unlock, then you would also be correct that there are 8 levels and 8 cards, but only 7 actual level up opportunities to unlock cards.

    I did file a bug report today concerning the issue but I'm also hoping ZOS might take a peek in this thread to acknowledge the issue. So far nobody has come forward with any evidence the card is currently available, but time will tell. If anyone has more information to add, please let us know.

    It is correct. This seems to be the problem. Legion's Arrival must been attended as a freebie card upgrade but isn't awarded at all.

    Yeah, what's up with that? Recently, I bought one of two 8-cost Hlaalu cards from the tavern, only to notice I picked up a House Marketplace instead of the House Embassy next to it. Was pretty annoyed.

    Only some of your cards get upgraded. You will always have some of the original cards in addition to the upgrades. You start with two House Marketplace cards. Only one of them gets upgraded to House Embassy. So after the upgrade you will have one House Marketplace and one House Embassy.

    Well, of course - there was no patch between now and Monday, there was no mention of it in Monday's patch notes and I'm not sure it was even acknowledged by ZOS in any one of the related threads.

    It's really annoying when we post stuff that is clearly a bug and no ZOS member notices or cares... @ZOS_GinaBruno can you raise this issue to someone this please? Many of us are having trouble completing ToT achievements because we can't get the Legion's Arrival card upgrade, it seems to be bugged

    Interestingly I saw the card played once, but now that I see all this it must have been vs AI, the games all blend together now :P

    You can only play with this card against NPC, notice that you'll never see it when you're playing against another player

    actually they kind of "nerfed" the overall achievement because people were unlocking the tales of tribute master that requires card connoisseur, but the patch yesterday "fixed" that so now this card unlock is blocking 3 different achievements (just like isobels dueling one) lol

    It's not mentioned in the patch notes but the legions arrival card is now an actual upgrade giving all 3 power on a combo of 2.
    Start stockpiling those purple boxes.
