Is there a reason "Legion's Arrival" is WORSE than the original "Reinforcements" Card

Reinforcements:
combo 1: gain 2 gold
combo 2: gain 2 power
combo 3: gain 1 power
Legion's Arrival:
Combo 1: gain 2 gold
Combo 3: gain 3 power
With the upgraded card, if you only have two red for combos, you completely miss out of the extra power, whereas the original card, "Reinforcements," will progressively reward you even if you only have two instead of three. That, and at their peak both cards are identical. Where is the UPGRADE Zos?

✭Also it's impossible to actually acquire the card as a playable one from your own deck, since it's part of the set of cards that you only get when you go up in level - and there are only SEVEN possible level-ups, not eight, since levelling from 0 to 1 is not considered a level-up and doesn't give you a bonus. And "Legion's Arrival" appears to be always the missing upgrade.
So you can only ever see this card if you're in a battle against a NPC, and that NPC has chosen the Pelin deck as one of *their* decks, and has the upgrade (some of the higher-level NPCs have upgraded cards).
Also, this prevents several Achievements being gained: the one for upgrading all the upgradable Pelin cards, the one for upgrading all the upgradable cards (since it requires the former achievement), and the big overall achievement which requires all the previous achievements.0 -

Oddly enough, the big one's actually "bugged" in that you don't need the Card Connoisseur achievement to actually unlock it. Unsure if it's some band-aid fix that was never mentioned in the patch notes or a lucky mistake.0 -
