I'm making this so more people are aware.
Short answer - nVidia driver must have got corrupt , reinstalled driver ( selecting custom and clean install ) worked.
Long answer - yesterday for that 1-2 hrs the server was up I kept having the screen hang. Removed all add-ons and even deleted all the user files in "\Documents\Elder Scrolls Online\live".
Kept hanging.
Ran repair from the launcher - same thing
Verified files from Steam - same thing
removed certain files from the game directory and had repair redownload them - same thing
Updated the game and checked on another machine and my account logged in fine. ( after 9pm EDT )
So I tried to copy the game from the working machine and - same thing
Tried to create a backup in steam of ESO and we can't ? This is like the only game I have seen not allowed to "Create Backup" in steam.
Had to redownload the game, 94GB download then another 3-4GB from the launcher - same thing
Seen another thread in here about someone stating they always have to shutdown , reinstall nVidia drivers and it works for a while, then they end up rinse and repeating when updates come out.
So I downloaded the latest nVidia drivers and installed with clean install - game worked
Funny as Fallout 76 worked and any other game I tried, but ESO would hang.

Windows 10 Pro 21H2 running the latest Preview June 2, 2022—KB5014023 ( this is about the only difference between the 2 machines other than CPU which is 9900k vs 11900k )
