pveing in a pvp world

So my guild and I have found that going to a pvp world and pveing is a better and fast way to level.

I was able to get An entire level in one hour, 1000 gold, and 3 skyshards.

I have mixed feelings about this. The whole time we saw zero pvp enemies, and were able to complete quest quickly.
However this is a pve zone and it really highlights the campaign unbalance and takes away for actual game play.

Depends on the campaign. If the fight was no where near where you were questing of course your not going to see anyone. My guild goes into the dungeons all the time ans we usually will run into enemies and have PvP right in the dungeons. your campaign might just be quiet.

I've only done the PvE dailys in Wabbajack like once, and even then only the ones close to the EP home (Cheydinhal?). They are always stalked by stealthers of both opposing factions. Which is how it should be in Cyrodiil. Really the only times I ever consider doing the PvE stuff is the rare times that we are dominating the map, but even then I'm not dumb enough to try to solo them and most people that vanquished the Eternal Load Screen to get into Cyrodiil are there to PvP and don't want to join in.

At VR5, I do every single quest in Cyrodiil, and only gain 10% of my level.
