I went to the crown store and I saw there was an “alliance War skill line scroll”

When I read the description it says you gain 150% bonus alliance rank AND Alliance war skill lines exp for an hour.

My question is, does this mean it gives you higher AP gains?

No, to my knowledge it's just the skill lines progression boosted. Think that's the same as the Tarte in game recipe

The only things that can increase your AP gain are Blessing of War delve buff, home and enemy keep bonuses, and Pelinal’s scroll (only during certain events).
