Poor fps when loading into a large group of people

Fresh install of ESO, new computer:
EVGA 3080 TI
32 GB RAM
Ryzen 7
This wasn't happening with my old computer, which was:
EVGA 2060 RTX
16 GB RAM

Any thoughts on what would cause this? I would hope my super computer would have 0 issues running this game compared to my older computer.
