oh! wow! really? I've been in a huge fight all week with my ISP assuming that they were doing something. But the problem I have is exactly like you described, and I only lose my wifi connection playing ESO. Recently I also noticed that my phone and tablet remain connected, but I lose the connection on PC. Is it possible to be cause by ESO?

If the computer has "permission" (by virtue of that setting) to turn off your Wi-Fi adapter to save power, and if ESO (or any other process using the Wi-Fi connection) is causing the computer to use more power, then yes, I think the computer might conceivably decide to turn off or disable the Wi-Fi adapter to save power-- but I'm no expert, so if someone with more/better technical knowledge/understanding than me says I'm wrong about that, then I won't argue with them.
I haven't experienced any more Wi-Fi disconnects while playing ESO, but it's only been a couple of days since I changed that setting and I haven't played ESO a huge amount during the last few days. I did notice that my Wi-Fi connection was briefly lost early yesterday while I was playing TES:Arena, but it reconnected itself right after I noticed that the Wi-Fi icon had changed to the little "no connection, connections are available" globe. I think our modem and router sometimes reset themselves as part of their "regular self-maintenance."

That setting has nothing to do with the actual power consumption triggering your OS to disable your network adapter. That is only when your computer enters the sleep state. If your computer is not automatically reconnecting to the WiFi when the connection is lost, then you should really try and just remove the stored wireless network profile, and reconnect to the WiFi again.
