Op to your point number 2 - most skills level based on xp gain while the skill is slotted on the bar, not based on active use. This is true for hurricane.

It's damage scales off max stamina and weapon damage.

Edit: Also if you're complaining about the resistances not changing then here's a crash course on major/minor buffs. They don't change at all based on your stats, and they don't stack. If two abilities give major resolve you'll only get one stack of it and it's duration will be based on whatever application has the longest duration. You need to stack major and minor resolve or major resolve and other unique sources of armor for more resistances.
