I kind of agree with this. I am usually away from the zergs doing my own solo crap but I wouldn't mind if it was 40 or 60 kills with better rewards. I like the count since it makes it look like killing those guys actually gives a reward. What most people don't consider is not everyone likes to play the game the way you like to play the game. Imagine for a second not everyone enjoys zerging, the more kills required for the bonus means they would be forced into a zerg type situation more often than not just to cover the kills necessary to finish the daily.
Things like this promote a zerg centric play style, and while I have nothing against that kind of play style, I do not enjoy it, and would take offense in being forced to partake in it.

Now that the kill 20 player quest has been made a daily, the number of players you need to kill is simply too low.
It would be better to raise the number to 100 and then scale the reward as well.
You can kill 20 people with an oil pot if you're lucky, which makes the quest little rewarding emotionally, and having the number as low as 20 also promotes players to do a quick stop in Cyrodiil, complete their daily quests and then be on their way again.
I'd much rather that the number was set to 100 and that the reward was five-doubled as well - and then muliplied by two.
