ZOS told us procs sets were the primary cause for Cyrodiil lag and then proceed to give us the strongest proc sets we’ve ever seen....

And to top it off:
• Dark Convergence is unavoidable in really laggy gameplay, and sometimes invisible
• Hrothgar’s Chill is bugged... it hits much harder than it’s supposed to

Plaguebreak is very strong too but at least that one isn’t broken.
