Ok. Built a new computer. Reinstalled ESO. I use Avast to start my game clients. EVERY time I start ESO now, it acts like I'm starting a newly installed game. So, I logging, then it shows the ourobouros (or whatever it it) and say to adjust the brightness until I can barely see the symbol. I've done it several times now and it keeps making me do it! Getting very p!ssed off!

I'm right there with you, also I keep getting a reboot bug or something at character load or trying to skip the intro cut scene. Its getting very tiring.

Seems like there's an issue with Avast (also OneDrive) that causes the file UserSettings.txt (C:\Users\..\Documents\ESO\live) to not be created, or be read/write (even when you uncheck read-only). You might need to add an exception for that folder, so far I've seen people saying that adding the exception solves this non-saving issue.

As recommended in this thread, you should make sure that the correct exceptions are setup in your anti-virus. Once done, please let us know if this resolves the issue.
