Are Crafted Item Sets Working As Intended?

For the most part the largest issues my guild has been having are a lack of special effects proc'ing and what seems like a weird lack of scaling on the bonuses.

Death's Wind

If struck by a melee attack while below 35% health, triggers an area of effect knockback. This effect can only happen once every 3 minutes.

A guildmate and I both rocked this set for about a week and in that time neither of us noticed the set bonus going off.

Torug's Pact (And Alessia's Bulwark)

Adds 100 Armor

Working fine, but the scaling seems off. We're getting 100 Armor at VR5 which is okayand at level 4 which seems far overpowered for those low levels.

Whitestrake's Retribution

If wearer's health is below 30%, gain a 147 damage shield for 10 seconds. This effect can occur no more than once per 3 minutes.

This is another scaling problem. I've not actually used this one because the 147dmg shield at VR5 sounds like a joke. I did craft and equip it for my level, hoping the shield amount would change, but it remained at the 147 base listing for the set. At low levels this would be awesome, but is it meant to be like this? I've not reported as a bug because I wasn't sure if it was an intention to try to drive the higher leveled players away from some of these lower Trait Sets and greatly benefit the low leveled alts of high level crafters.

Yeah, I crafted 3 items for the Death's Wind set & tested it to see how it would work. Nothing happened. Even after numerous attempts. Tried it with Wolves, Skeevers, Humanoid NPC's, etc.

shouldn't the armor value on torug's scale anyway? as for whitestrake's, best option would probably be to /feedback it.

I know it's not a crafted set, but when I was using the Warlock set the magicka return increased either with my level or with my magicka pool, I wasn't sure which. What you've described doesn't seem like it's working as it should be. Hopefully we can gt some answers because crafted sets are supposed to be some of the best items.

Question for you, do the amounts go up when you improve the item with pitch/hemming/etc?

It's cool that they're making fixes, but unfortunately none of the concerns I expressed were in them. And it does raise some questions for other set bonuses that are harder to see if they're working, like the 5% chance of a free cast from the Magnus' Gift and the 200 disease resist on Hist Bark.

Right now I am using Green Torug's Pact, Twilight's Embrace, and Seducer. None of the stats have changed from the base except for the Traits I put on them. Twilight's Embrace and of the Seducer both have that white number text like traits that would imply a change in the % they boost, but they're still at base. So unless the increase from White to Green is so low that the game is rounding down in value, it doesn't seem like they're scaling correctly.

The Death's Wind set was mentioned in the patch notes as being fixed - specifically it was mentioned that the knockback is only happening irregularly now instead of being triggered as intended, and the patch should fix that.

Whitestrake's Retribution is totally useless on a VR5. I made a set earlier not really thinking about it assuming it would scale (it doesn't) and while it works a 147 damage shield is totally pitiful. You'd get better mitigation off Torug's +100 armour I imagine.

If you look at the patch notes from PTS for the upcoming Craglorn update, that's a pretty good indication that most of them are not working properly. Seems like 80% of sets are listed in the notes.
