My Logitech G400 still works, all the programmable buttons I have set to do things in ESO are working as normal, so it's not a universal problem affecting all gaming mice.

It might be a problem with your brand of mouse/software, or with your specific mouse or PC, or it might be addon related or just a coincidence. Without more information it's going to be difficult for us to identify the problem. The best thing to do is make sure the mouse software, driver etc. is up to date and see if that helps, try running ESO without addons and see if you can work out what's causing it.

Yes, your mouse will have a driver just like every other part of your PC, and just like any of them if it's out of date or not working it will stop the thing it's running from working properly.

You'll be able to find instructions online for how to update the driver for your specific mouse.

Depending on mouse and software they are using, some of the function might be for the device only like DPI change. In most cases you can reconfigure them from the software/driver to something basic like a key stroke that should work in game keybindings.

At least with my mouse I had to rebind the buttons in the software that came with it. I could not re-map inside the game.

You'll need to learn how to work with the mouse's software. When I got my mouse, it was a little daunting too*, but a few Google search later I was able to rebind the mouse's buttons with no problem.

* I feel like the people who designed the software for mine assumed that users will know what to do, and didn't bother explaining the basics.
