Gaze of Sithis leads

Amorpho✭✭✭✭Someone told me theres a lead for this in cradle of shadows, any can confirm?
On ESO Hub, the final two is said to be the last boss in the Cradle of Shadows and the other is from "Remains-Silent" NPC in the Outlaw Refuge where you picking the "Do you have any equipment today." (Requires Shadowy Supplier")
I talked to her today and didn't get a lead, may be RNG, hence it is time gated... very annoying then.

"Difficulty scaling is desperately needed. 9 years. 6 paid expansions. 24 DLCs. 40 game changing updates including A Realm Reborn-tier overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. ✭✭Got the Remains-Silent lead on 6th try, did use 2 characters with that passive on.
And yes, more chances if you got more characters with that passive on so more than once per day can try for it. I had 2 ready and did not wanna bother to level up more on the skill line just for this.1 -
