How does this game calculate % more?

For example, on Impale it says that it does 300% more damage on enemies below 25%.
Does this mean it the damage is 300% of the original, or an increase of 300% (i.e. 300% vs 100% + 300%=400%)

In this case, I'd take it at face value: (100% + 300%) * (BaseTooltipValue)
As far as I know, for most other calculations such as bonuses to spell/weapon power, it's more like:
BaseSpellPower * ((100+ (x% + x% + x%))/100)
So they don't stack, otherwise it would be:
(((BaseSpellPower * ((100 + x%)/100)) * ((100 + x%)/100)) * ((100 + x%)/100))
