"Storm on the Horizon" bugged?

When I arrived in the Roost I headed off to get to the bank and did other things, I've now gone back to Eagle's Strand but Karinth isn't there for the quest "Storm on the Horizon".
I'm standing right on the spot the map shows the quest marker to be but Karinth isn't here, just a wounded NPC called Quanomil.
Is there something I'm missing or has the quest bugged-out because I left Eagle's Strand without taking to her?

I opened a ticket when I started this thread but of course they tell me not to expect a reply so unless a 'green' posts on here I'm screwed.

same here, EXACT the same issue. this is bugging me so much, altough its just a small quest on the beginners isle. the story is going further on the 2nd isle.0 -

✭Given the lack of any feedback to my ticket I'll be deleting the character and re-creating it, it seems there are so many serious quest bugs in ESO right now this isn't even listed in the thread they started about know bugs.0 -
problem is, that several people reported this issue with their main char and even twinks. this doesnt seem to be straight related to your char.0

✭Hmm, I'd assumed I'd broken it by not taking it the moment my character arrived, as I have a second character in that zone who did pick it up right away and has progressed some way through the chain it starts.
Well, I'll likely find out later this evening.0 -
gimarwb17_ESO✭✭✭Oh sometimes there are ways around these stupid bugs like relogging. I know it is stupid and a hassle and really really should not happen.
I am getting quite annoyed with all the bugs.
But what is even more annoying is to hear all the whipping boys declaring how wonderful the game is, that they NEVER have any bugs and that Wow had much more hassles when they lodged the game about ten years ago etc etc0 -

This time I spoke to Razum-Dar and he's run over to where Captain Karinith should appear and spoken his lines, but the Captain isn't there and so I have no way to talk to her as he instructs me.
This means the main quest in this entire zone is screwed. Ticket raised, no hope of every getting it dealt with.0 -

✭ZOS, why is this not on your 'important' broken quest list?
As far as I can see it's the start of the main story in the Roost and the end leads on to the next zone, without it the entire main story quest chain is undoable.

exactly my problem, too. tried the quest AGAIN, after Razum-dar kept away before the last patches and got the commander walking around happily. now it's the exact opposite, razum-dar spawns and is talking to me and the commander (sic!) is the one which disappeared and is missing...he introduced me (nobody's standing there).0 -
