OP you really should add build diversity to your topic title, I initially thought it was going to be some woke post and nearly did not bother with it.
By scraping the proposed proc set scaling changes and saving fun non META builds in PVE.

While it would seem logical that adding weapons would increase diversity, from what I have seen it far from guaranteed to have a real effect on diversity for players interested in performing well. Whatever performs best is what is used with very little difference from one class to another.
I would suggest that if build diversity is truly what is desired, either restrict what weapons are available to each class or rebuild class skill lines so they are more desirable than weapon skill lines so that each class will have a more unique flavor.
And what stops him from doing so? More spell damage=stronger heals. There are wardens that run no restoration staff healers, for the brittle. And manage with non weapon skills. What stops him?

Well I am not OP and I don't want to put words in their mouth, but presumably, based on the context of their post, they've evaluated the options available and have concluded that they personally would enjoy more.
"What is the issue exactly" with players expressing ideas for things they would like to see added to the game or see expanded upon in the game?
Because the things he is asking for exists? And this is why I asked the @op, what is he lacking that isn't already there... Didn't get the answer yet. Only that there is no weapon diversity (which, there is)

I'd completely overhaul the skills to start. I'd allow every skill and each morph to be scaled off of & use any resource. Just add an extra option when you unlock the skill & the morph
I think the first time when dual wield became one of the top choices for magicka builds was around 2015/2016. (Don't remember the exact patch where they changed swords to have higher spell damage than staves). Yeah, but that requires a chance in the attitudes of gamers and/or human nature, not the devs adding more options.
As long as a mathematically-better build exists, theorycrafters will find it, people will use it, and elitist vet/hardmode/etc groups will require it.
And it's impossible for the devs to perfectly balance the game so that there isn't a 'better' build.
