Maybe because pve players is rewarded in pve and pvp. Pvp players dont get rewarded in anyway. Why should someone who pve 100% til he get VR10 easily kill someone at level 27 who spent every minute after lvl 10 PVPing in Cyrodiil? The guy who pvp alot in cyrodiil should have learned alot about pvp.

Grind pois in large group
Do main vr 1to5 quest in large group
