Just got RTX 3090, but game locked at 60 FPS.

I just got an RTX 3090 card, top of line - but to my surprise the game is still locked at 60 FPS, and generally hovers around 30-40 fps in town. I tried modifying the MinFrameTime.2 value in UserSettings.txt file per some articles, setting it to 0.0694444 for example for 144 fps (since my monitor is 144khz) but the game still doesn't go over 60 fps.

What gives??

    I'd like to add that if I change all in-game video settings to Low or Medium, then the game will run around 70-80 fps in towns. But I have been getting that with my older GTX card too. It's still too LOW for a card like RTX 3090. Is this game just that unoptimized?

    Did you set Vertical Sync to "Off" ?

    I noticed in ESO's FPS build in FPS counter that once it is set to off it jumps from 60 to 100+ (depending on area)

    You should check you v-sync settings in the Nvidia control panel as that may be locking your framerate to 60 while playing ESO.

    My V-sync is OFF.

    Here are more observations, with MinFrameTime.2 still set to 0.0694444 (144 theoretical fps), on HIGH settings:

    - In tiny house: full 144 fps.
    - In bigger houses, like the Coldharbour Surreal Estate: ~100 fps
    - In towns: 60-80 fps
    - In dungeons: ~100 fps on average
    - Trials: (will report later today)

    Again, this is on HIGH settings on 1920x1080p. Forget ULTRA, fps go down.

    I can't even reach 144 sustained FPS during dungeon fights, on an RTX 3090.

    I find it hard to believe that I can't reach 144 FPS in any kind of settings, except staying still in my little house.

    Something's definitely not right, you should be getting more fps, especially in dungeons. For reference, I have a GTX 1080 and I'm getting 144 fps in dungeons, 80-100 in exterior worldspaces. A couple of things though:

    - The fps in towns seem about right, my fps here vary between 50-80. ESO's performance is heavily dependant on your CPU, not so much on your GPU. You can improve this by using this addon: https://www.esoui.com/downloads/info1239-VotansAdaptiveVideo-Settings.html
    - One thing you could do to improve your frames is turning off planar reflections and instead use screen-space reflections in your video settings. The first uses your CPU and is really performance-heavy, the latter uses your GPU and should cost you pretty much no frames.

    What is your CPU?

    you GPU hardly matters on ESO. an above par GPU and your RTX 3090 would run the game pretty much the same. FPS bottleneck is usually the case of ESO not utilizing your processor to the maximum capacity and giving you below par results.

    Exactly, like most MMOs the CPU is the main factor that determines your fps.
    If you have an unlocked CPU and decent cooler I would recommend a mild overclock.

    Settings like view distance also make a massive difference, try turning that down to 50 to see if it helps.

    Aand i was thinking about upgrading my pc to get at least stable 60 fps in towns... well im just going to stay with my current rig and PRAY zos actually optimizes their game..

    It's your 4790k.

    It's a good CPU, but this game heavily relies on CPU in places like towns and heavily populated areas.

    I recently upgraded from a i5-4670k to a Ryzen 5600x (took 3 months to arrive :/) and the difference was very noticeable.

    Ohhh man:) now i see your problem, the thing is that this games uses CPU 90% and gpu 10% changed my cpu to 9600k from 3200 and fps go up like for 60%

    Having stable 60 in towns and stable 45-50 in trials

    Gpu is 1080

    Hi all, I have the same issues but I have update my build recently... I had a 9600k and now I have a Ryzen 5800x so, I suppose I haven't CPU bottleneck but still fps issue, I never do up 40/45 fps...

    My build now is:
    - Ryzen 5800x
    - B550 mpg msi Gaming plus
    - 16gb drrr 3600 rgb pny
    - EVGA GeForce GTX 1080 Ti Jeu SC2 Gaming
    - Monitor ASUS Rog 165hz 2k

    Can you help me? My CPU it's enough I think... my GPU isn't so updated but still working great with ESO...
    I have noticed that... if I use all setting to medium or high or Ultra I haven't any issue so my performance still good but my fps are still the same... so if I play to medium or to ultra I never go up 40/45 fps... I can't find a solution...

    Same issue here and exact same CPU. 100% the CPU is the issue.

    ZOS may need to look into it I swapped out my old i56600k and it performed better than the 5800x which should be twice as good.

    looking at RIVA tuner on screen display core 2 is at 100% the whole time playing and the rest are around 5% utilization

    I have a 64 core 3990x Threadripper with dual 3090 which I just upgraded from dual Titan Xp’s. The 5-year-old Titan Xp’s hit 120 fps which is what my 5k monitor caps out at. The 3090 with full understanding only a single one will work with this game caps out at 60 fps. There is some issue with this game and the 3090. I have checked my settings file and vsync nothing. I put my old titans back in and back to 120fps.

    If you were looking for a constant/ high FPS on a online game where other outside factors contribute to lowering the FPS, you're going to be disappointed. This isn't an offline game where the system is closed.

    As others pointed out the game is poorly optimized, I found out that better ram helped a bit too, running Dual Rank (that is 4 DIMMS 4x8 or 2x16 (not all 2x16 kits are DR) worked best and gave me better lows than when I ran 2x8.

    For OP the main issue is his CPU as pointed out. 4790k was a great CPU it will show its age in more CPU intensive games (ESO is just horrid on CPU and optimization in general) and the 3090 will be bottlenecked hard with that CPU, at 4k you would probably still experience heavy bottlenecks

    For people with new Zen CPUs, just make sure the FCLK is working with the MCLK, so say you have 3600 make sure it works 1:1 and is running at 1800 FCLK in the BIOS as sometimes the CPU's in auto do wierd things.
