Where do you get it? i've seen it all over the place, but i can't find where to get it.

Thesiren✭✭✭I've seen people with this skeletal visage on their characters too. What quests are there to get it? Is it only available in one faction, or all three? I'm in Daggerfall.
And once you get it, does it only work on the character that did the quest and got it, or does every character on your account (regardless of faction) get to use it, too?0 -

What are you even talking about? Did the quest reward fit the storyline? Yep. Did the quest line fit lore? Yep. Was it interesting? I thought so.
