No Coldharbour chapter anymore for new character in 2021?

My character's life started from Coldharbour in 2014. Our first purpose is
to take back "our soul" from Molag-Bal. But....
I build new character 2days ago. But, there're no Coldharbour chapter instead of
vampire friend quest in Skyrim. Why? So, "daedra invasion" no more exist?

I have [1Tough tank] [1StamSorc-DD] [1Necro-DD] [1Real Healer]
with [1Stam Blade].
But, I'm Tank main player. Recently I'm doing Healer.

✭✭The Coldharbour tutorial in the Wailing Prison still exists, but if you have one of the newer chapters you need to go pick up a quest to start the base game main questline.
