It is generally a very quiet and under utilized campaign anyways, so how about leaving GH as was, and make BR the no-proc campaign? You can alliance lock it as well and kill 2 birds with one stone. I believe this would make two viable campaigns to choose from depending on a players preferences and more evenly spread the load between the two, instead of GH being pop locked with a 60 min wait and BR being at 1 bar across the board.
