Disable orc race.
Orc is a proc heal race, not base stats race.
Players must rely on your on skills to heal and not proc heals.

Yes pure skill only and also only allow one class in pvp that way they won't have to balance classes.5 -

At least it's not a pay to play race like Imperial.
Imagine if you paid for it and ZOS said 'The 3% (6% starting Monday) racial cost reduction proc on skills is unpopular with a vocal minority on the forums, so we are disabling it until at least Q3, maybe later.'

Shield bash is to OP, both opponents jump from a cliff at the same time and whoever hits the ground and survives wins2 -
