I have yet to see a good no-proc build for Magicka Necromancer, and that's even when using a more strict definition of "proc," rather than ZOS' more expansive "any set which requires a check of any sort whatsoever." With the current test, you can't even get the silly levels of spike damage on Blastbones via Master Destruction Staff, Clever Alchemist, Succession, etc...Stamina builds can do just fine with nothing but Ultimate + Spammable + Blastbones for their offense, but the same isn't true for Magicka.
And that's the biggest lesson that I hope ZOS is learning from this current test; class balance in PvP is very bad, and has been for a long time. Stamina builds can be very strong both with and without procs, but non-Sorcerer Magicka builds are mostly trash without certain sets to crutch on (and even with said crutch, they're generally worse than their Stamina counterparts).
Seeing as you want to continue with the circus show until September, can you at LEAST start balancing out each class so they don't need to depend on proc sets regardless if it is a conditional or damage set. Mag Dk's Need some help stop ignoring us!!
