Is PvP ever going to stop grossly favouring tanky, proc set damage large group zerg players?

PvP especially cyrodil in this game is dying at an incredibly fast pace. I talk to friends and watch streams of players return from long breaks only to be confronted with absolutely nothing but large groups all built almost the EXACT SAME WAY. Heavy armour, proc sets, grossly overturned glyph/poison + DOT damage, high health, malacath and worst of all warden and werewolf heals, these things have just absolutely flushed high damage, fast paced high skill down the toilet in favour of enabling bad who refuse to die. The backbone of these builds is that they rely purely and only on outnumbered damage, they 1. Won’t ever die in a 1v1 and 2. Don’t have the damage to kill anyone competent 1v1. The meta until soft and hard caps are added back and proc sets scale with your offensive stats rather than being a flat damage is forever going to be this with nearly every man and his dog running 35k+ health in a large group.

    Given the game is unfortunately removing ~90% of the game's total sets, including all proc sets, from functioning in Cyrodiil until Q3 Update 31, you might've just gotten your wish.

    It does look brighter in terms of skill gap for the next few months so you've got that to look forward to. I've concluded a quite logical approach to why pvp in ESO has reached this super unbalanced point. And it sort of stems from other video games and I think zos instinctively knows this. Warden and necromancer are quite easy classes to play with relatively no learning curve and allows mediocre and bad players to consistently get kills especially if they use proc sets. I think this is heavily psychological. Zos is playing into the fact that many, many gamers do not want nor care to earn their kills and work to improve their skills. They want constant and instant success and no failure whatsoever. Take Call of Duty for example, anybody that has played a video game before can jump into a match and get kills, because the developer has made it so there is such a low skill gap and that attracts a higher pop of players.

    I ran onto one guy who light attacked me and Syvarra's scale self proced itself, and he landed an execute when I couldn't shed the proc, while he LOS. He delete two other people with the same LA and watched the proc rip the person's health apart. I just decided to stop there, it's stupid to feed these guys AP.

    The big question is....are we still dealing with tanks that not only cannot be killed but will easily kill you?

    Is it really better in Cyro?

    Still 34k death dealers running around. Lol some people's proc would have helped kill them oh well. Get Juggernauted folks

    It is my first game where a tank can deal as much damage as the DPSer. It's absurd in the highest form. In WoW there were prot warriors, but at least you could kill them. Here? You just slap him with your wet noodles while he two shots you...

    John Wick exists only in the movies.

    You can't go and kill a big group alone.

    You will never win a war alone.

    You can put Jon Jones against 24 coordenated Amanda Nunes and he will not win.

    The same logic here in the game.

    If you alone can kill a coordenated group of experienced guild players then something is wrong.

    Ive seen enough 50k+ AP ticks on bombers to know this is wrong, harbinger tanks literally have zergs killing themselves.
