Yes! Since the no-proc patch, I’ve run into issues with skills not firing and bars not swapping. In both PvP and PvE3 -

Actually no. I thought I would be but I have only tried non-cp so far. I did notice that the Orb Synergy now works again in PVP.Legions of Mordor Core

And I've had my bar swap hang up on me a few times.0
