Yes please, with health regen restoring 10k Hp every 2 seconds there's no issue with having ults going of instantly again.

Yea leap is OP. Maybe the class needs a buff as a result, but that one ultimate is ridiculously busted for PvP.

Speaking about hearing deathstroke? Man you ever heard of meteor? "hold block" = takes 0 dmg ... If Bruce Willis would knew this in Armageddon he wouldnt need to go up to space in first place, just hold block = earth survived.

The 0.4 cast time was introduced so ("low APM") people have time to "react", which is a statement directly from the developers. Has nothing to do with trying to make the animations look prettier. It's also a joke, because the type of people who need additional help from ZOS not to die are also the same people who aren't going to be able to anticipate an ultimate and guard against it, and for damn sure they ain't gonna be able to react within that 0.4sec window. But I digress, that's a bit of a different topic.
Regarding meteor, at least it can't be dodged. Deathstroke (and spectral bow for that matter) are both so incredibly slow that you can literally CC someone to set up a deathstroke and they can actually break free, dodgeroll, and still dodge it. It's ridiculous.
As for meteor, this is why you drop a CC right before it lands. If you're just throwing it down without timing it with your burst and a CC then of course it's not going to do anything.
