FPS drop when I look in certain directions

In some areas, pointing the camera in a certain direction causes an FPS drop to incredibly low levels. It has happened to me in Alik'r, and now also in Bangkorai.

The image below is a composite image of two screenshots taken in Kerbol's Hollow in Bangkorai. Both shots are taken at the same location, within seconds of each other, with the camera just turned 180 degrees. On the left, the camera is facing west, on the right the camera is facing east. The FPS drop even occurs while inside a nearby building, so line of sight doesn't seem to affect it.

As you can see, I'm going from 93 to 34 FPS just by turning around the camera.

I'm playing on an i9-10900K with an RTX 2080S, and running around the world gives me 90-100 FPS (cap?) most of the time, until suddenly the FPS drops into the 30's, or even 20's, when I look in a certain direction from a certain point. Is it some kind of draw distance bug?
