How much longer will it take ZOS to balance this game? People running around with Wrath of Elements and Zaan just crutching on these 2 sets in PvP and actually getting kills on bad players. How can sets like this be a thing in PvP. ZOS listen to your community WE DO NOT WANT SETS LIKE THIS GIVING FREE DAMAGE IN PVP!!!!! GET RID OF THEM IN PVP WE WANT TO PLAY THE GAME NOT THE GAME PLAY ITSELF WITH PROC SETS!
Are you saying you cant outheal zaan+wrath by using any of the heals this game offers? Or what is the problem?
I am not defending proc sets, but your points are stupid.
yea nerf them and seal the fate or magblade. %90 of magblade players build is zaan/vat/mala/2x trainee EV/DT/TP
not our choice . we are running with this *** because we must . otherwise our damage /heals/armor = wet noodle/glass of water/paper

Have you ever been hit by this combo? It's pretty crazy in no CP and you can still fit Malacath and Eternal Vigor making you pretty tanky. It's rarely an issue for me because I mainly play Sorcerer so I can kite and line of sight the beams quite fast. But I imagine classes that don't have the mobility of Sorc/NB or the healing of Warden would stuuggle to keep up with the pressure.
Zaan/Wrath of Elements and Unleashed/vMA are two peas in an overpowered proc set combo pod.

Yes its way too much. To have 23k burst and potentially something like 60k DoT dmg without a single investment into stats or even a single offensive attack ability slotted....
That being said; Zaan specifically and Wraith, LoS, and distance are decent counters.
Zaan alone is balanced IMO since the distance Nerf.
Wraith alone.... I dunno, I DO love it in PvE and it closes a gap on necromancer. BUT it is very powerful.
Those two on a DK sounds strong but I feel that would be fair....
I personally want stat based sets buffed by 20ish% and procs nerfed by 10/15%

For offensive sets.... Bal (like you mentioned) is always solid. Some people like Maw, though I personally wouldn't. Grothdar sounds like a solid pair to wrath. - id think it would be buffed by Necro passive, and then add in Malacath its an easy 1k real dmg to add to wrath (it would proc only when in range thus never really wasted)
For something different im leaning towards Grothdar.
Personally I have a whole new idea for Necro that's fun and hopefully solid (still seeing how well it holds up in BGs as I finish leveling a few skills) if so, I'll share
