Let's do a week long test where only ungrouped people can heal others. You are gathering good data from ungrouped people not being able to heal others, and grouped people being able to heal group members only. Let's get some comparison data from ungrouped people being able to heal others, and grouped people relying on self healing only. It would be interesting to see how the server performs in both scenarios.

In that scenario would ungrouped players be able to heal players in a group or only players not in a group?
The current state of cyrodiil isn’t a test. These are permanent changes that are the result of the previous tests.
These changes are not intended to improve performance but to manipulate player behavior. Zeni specifically said “we liked the behavioral changes.”
