Downloaded Install_ESO - Can't install

Okay so I'm having big trouble after downloading the game client yesterday.
I tried sending a support ticket but so far not much luck.
Basically my problems begin when double clicking the Install_ESO
It seems to start running, and begins setting up the installation. it goes up to 99%, then
I get a message saying "cannot run this program. find another copy of the installation program and try again" (translated from my own language)
I have tried running as an admin, and also tried turning off my firewall in case this is what was causing problems, but it hasn't worked so far.
Hoping to get some help from someone who has experienced the same problems. thanks in advance
EDIT: I did try to turn off the LAN-options aswell, still doesn't work.
