Have purchased 2 copies of base game on steam: How do I use the 2nd one?

Okay so here's a brief run down of what I'm trying to do. As far as everything I've read it sounds like theres no TOS issues at all, but I just can't figure out how to do it.

I originally bought just the base game on steam and played that for a while. Then steam just released a pack that contained the base game with a bunch of DLCs, which I purchased to get access to the DLCs ($$ wise it was the better deal than buying DLCs separately). The DLCs all added to my original base game which is what I wanted. Technically though, that pack came with a 2nd copy of the base game - does anyone know how I can actually access that?

The main reason I'm wanting to do so is that I find bag space is a huge pain in the ass for me. I've created characters that are essentially just mules to hold crafting mats, but logging out of one character and logging back in on another just to move stuff around is a huge pain and is so slow. What I was thinking is that I could use the 2nd base game I've purchased to make a 2nd account, and then run a second instance of ESO. That way rather than logging out and logging in to move stuff around between characters, I could just swap stuff with characters I've made on the second account and essentially just use that second account to hold items.

I realize ESO plus would expand my bag space but honestly I'm limited on the time I can play and just can't justify the expense, and technically I've already paid for the base game twice, so I figured why not use it!

Any help is greatly appreciated!

    Only one ESO account can be linked with one Steam account if you are looking to start a new account for more bag space.

    Get a second Steam account and see if you can still gift the game to that account.

    I know you can gift to someone else at purchase but i don't know if you can retroactively. Steam customer service should be able to assist in gifting one copy.
