This may sound like a daft question, if I play as ebonheart pact, Can I then complete everything in Ebonheart pact area and move to say the daggerfell covenant or aldmeri dominion and do quests there? I don't care what the answer is, I am just curious if it is possible.

Zerl✭✭✭You get the opportunity to go into the other Alliance Zones once you complete the main storyline (I'm EP and started DC quests at level 49).
The mobs are more difficult (i.e. you will be fighting mobs at VR1 rather than level 2-5 on starter zone), and your allegianceon Cyrodiil does not change.1
