I can't get repeatable PvP quests

I can't get the capture/kill/scout quests on one character. I think I actually did the tutorial rather than skipping it on this character. I have some of the Cyrodiil PvE quests but the quest boards are blank and nobody will talk to me.
Any idea how to fix this?

maholi✭✭✭The Kill 20 players quest is a daily as I am sure you know. The Scout Quests are usually broken on Dawnbreaker but you can get them from your guest campaign.Edited by maholi on 21 April 2014 22:240
