Whirling blades not triggering sheer venom now

ok so I was using whirling blades (dual wield execute) just the other day and it procced sheer venom just fine. Try it today and its not working. They stealth nerf this or something?

✭I removed the set pieces and put them back on and it worked fine. Im not sure why but I couldn't get it to proc on npc guards or mobs when I was testing it in cyrodiil0
