Can somebody shed some light on something for me?

I just realized I have the Grand Psijic Villa, and would like to use this as a Guild Hall of sorts... Can I / How do I do this?

I have played ESO for a looong time, and have never touched the housing system.

To my understanding via Googleing this since I am in a similar situation, there is no official way to set a guild hall other than to set it as your primary residence and make a note in your guild that your home is the guild hall. Then decorate it as such. People can select your name from the member list and travel to your primary residence.

There is no such thing as an actual legitimate guildhall in ESO. There are player homes that they allow a guild to use. This is something I think Zos needs to focus on as it is the most important feature of housing they have left out of the picture.

As far as what can be done, just give the guild access. I think you can denote specific people with the role that allows them to move things around, turn on/off lights, but they cannot actually remove anything as it is still your home. People can donate items for use in the home but they can never get them back once they are used because they become bound to the homeowner. If you leave the guild or game then you cannot transfer anything to anyone else.

Edit; If Zos does every allow a home to be an official guildhall, one that is actually owned by the guild, it will likely require a fresh purchase be gifted to the guild.

there is no official way to make a house a guild hall, most players will simple put a not on the MOTD with who's house is available to use. it would be a huge QOL if we could have the option to set a house as Guild Home

Idk about top issue, but definitely top 3. If they wanted to implement a guild hall system the purchase would have to be done with in game gold. Putting the burden of buying the house and buying the furnishings for a guild house on 1 person is no better than the current system. Maybe if we could purchase the Larger crown exclusive homes with gold (at a crazy high price, 10+mil) for the exclusive use as a guild-house that would make a way for guild masters to collect the required gold from all members. Guild halls would then be specifically associated with 1 guild. That is different than the current way where people who run guild halls are usually the guild hall for multiple guilds. This would cause the need for attuneable tables to skyrocket! (A better attuneable system is my #1 housing issue).

But all that begs the questions, How do you furnish this house? (Guild permissions) What happens when the guild is closed? (To bad it’s all gone) What is the furniture cap? (Is it ESO+ Enhanced, 350 or 700)

The simple answer that we currently have is just ‘no, maybe we’ll think about it’. But I’m hoping that my comments here could be the spark for brainstorming ideas in the eso housing department.
