Because there’s no setting, even decorator, that allows you to take furnishings out of a home you don’t own.

This brings up another question about housing and decorating. My friend wants me to decorate his house. His question was "If I give you permission to decorate my house does it use just my furniture or can you use yours, too?" I assume it only uses his, but am not sure.

Your friend will have to place all the furniture in the home for you to rearrange. If there is an outdoors and indoors area your friend will need to decide what goes in each. That is how I remember it from decorating a guild hall. Been a while though so I might be misremembering.
and then the parrot said, "must be the water mines green too."

your permissions has to say no visitors. Guild permissions are separate as you assign each guild it's own specific permission.

You can't place furniture if the home is not yours. You can only move furniture in a home that has already been placed. He would have to place what he wants you to decorate.

Just as an idea. I once ported to one of my "closed" houses, nobody had access to at all. And a few moments later, some random person appeared in my house. I asked them how they got in, and she kindly explained that she was looking to get a free ride to the zone I was in, so had right clicked my name and hit "travel to player".

As I was at that moment traveling to my house, she ended up catching a ride to my house, instead of the nearest wayshrine.

So, it's possible this person did a similar thing. Not so much a game bug, but a timing thing.

If you work in one of your houses and don't want to be startled by random guild visitors you can always place some wooden planks around the house's entry spawn point. So visitors can make themselves known but they cannot walk around.
Its not a perfect solution but it can spare you a heart attack when you're working on something in deep concentration and someone else pops in.

This person was almost certainly in your guild. If you hit social > guild and look at the top right corner, you can change your online status to show offline even if you are actually online. It's extremely unlikely someone hacked into your house to have a lookey loo and did nothing.

You can only move stuff with decorator permissions. You're unable to place anything from your inventory or pick up furniture into your inventory. As far as I know with the chests, they'll work like any bank slot so I think it is unlikely they could "hack" your bank/chests.

To the OP, are you using any housing add ons? The main housing add-on "Essential Housing( I think that's the name of it anyway)" can allow you to place your house up for others with the add-on to visit. Not sure if placing it on that list changes perms or not. There are other add-ons that allow players to source teleport to player which aggregates from all of their guilds, so that could have been how the person got in.

I hate it when this happens to me. So awkward, accidentally barging into someone else’s house unannounced 😬

Speaking as someone who hates visitors while decorating: The only way to completely ensure that no one can get to your house is to show as offline and set your permissions to nobody allowed. Otherwise, you only blacklisted other guilds but that does not exclude people who are not from your guilds. If they’re on your friend list or know you another way, they can just travel to you.

Also it is not possible to nab somebody else’s furnishings from their house. I get the paranoia but I’ve been decorating for years and had hundreds of people tour my homes. There’s no prompt to “put in inventory,” after all. And if there was such a bug it would’ve been long found by now as it would cause an immediate stir.

Out of curiosity and as it's somewhat relevant, who can access my homes? Lets say that I put one guild on my visitor list as well as my friends.

I think if you're offline (or outside the house), then people can only travel to the house you've selected as your main home. People = users from your friends list and maybe(?) guildmates.

Other houses can only be accessed if you're inside and people teleport directly to you (through friends list or guild member list).

    Or am I wrong?

Your wrong about the other houses. At least on PC. If they have permission to visit a house, even if it's not your primary they can still port there regardless of whether you are there or online. They can do so with an addon or by typing a simple /script command into chat. No clue if /script works on console.
