Why can't I buy one of these banners? Put them on sale, please

I know that you can buy the giant-sized ones at the IC Tel Var vendor, but AFAIK you can't buy the small ones anywhere. Plz put them on sale (preferably the non-Tel Var way, aka craftable/Crowns), please!
EDIT: Attach image doesn't seem to work for me. In case that I can't attach the pic I took, I'm referring to these Imperial Banners (the small version of them, not the giant ones of that pic):

✭Yeah I only just got the big ones to fit where I wanted, they are very big which is good but having the smaller ones available too would be good.1 -

✭✭✭There is a torn version of Imperial Banners you can buy in Bangkorai (fitting bc of the story there).
Those are smaller, I'm using those in my Linchal. But yeah, an intact version would be nice!0 -
