Cost to set campaign when none is assigned as home, is that correct?

My friend doesn't have any campaign assigned as home, but the game is charging him when he tries to set one. Is that correct?

✭✭✭Yes if they manually left the campaign. It doesn't charge to 'swap campaign' provided you do this at the beginning of a new campaign and you haven't entered or you choose the 'at end of campaign' option but leaving then joining does unfortunately charge you.
