unstable FPS makes game unplayable.

OK I really need some help understanding why i have such unstable FPS.

here are my specs...
i5-3570k 3.4Ghz
GTX 760
12 GB ram
Windows 8.1 64 bit OS

drivers are all up to date and i have tried every other thing i can think of but still nothing helps. no matter what settings, my FPS is capped at 60 and constantly drops, sometimes all the way to 0. its the worst during combat and in crowded areas.

Is anyone having similar issues? is there anything at all that i can do to improve my FPS?

    Are you using any addons? ESOHead in particular has been known to cause this issue.

    No I am not using any addons.

    This will sound strange but...
    I found a post about FPS dropping somewhere - the problem was solved by checking the sound and video controllers section, in device manager from the control panel.

    Disable any unused "sound" devices - in my case this was all 5 Nvidia sound devices. my FPS went up 15 points.
