Help with Caldwell's Silver

I finished the main quest and started Caldwell's Silver but I got sidetracked somewhere. The journal still shows the "Experience the Daggerfall Covenant" task but all the objectives in Caldwell's Almanac are grayed out. How do I continue that quest?

But in short, assuming you have not started Stros M'Kai yet, head to Daggerfall and find Mihayya near the south gate.

Hmm.. I had already completed that quest and ended up in Daggerfall. If I go back to Cadwell in the Harborage, he doesn't recognize that it's done and the portal is still open to Stros M'Kai.

If you've already done all of Stros M'Kai and Betnikh, look for the dog called Giblets running around Daggerfall.
