I have personally been messing around with the ring of the wild hunt (full swift and steed) easily hit max move speed out of combat either sprinting or with major ex, require both in combat but can still cap. the idea being I wont GET hit if they CANNOT hit.
drop'd 1 monster piece and now just slot a 1 piece of whatever I feel I need, speed goes good with the immovable alchemist striker I played anyway, pop pot, sprint in, burst a target or two, kite away and repeat. still run full impen but with changes considering switching to full well fitted, don't really have stam issues but roll dodge will help counter malcath band users were impen falls flat.
feel it needs a lot of investment though and kind of wanted to try out the new prismatic regens on infused but if im stacking speed kind of want to go all the way.
on an aside I enjoy finally being able to chase down or run from streaking mag sorcs, been really fun being able to deal with the ez mode.
