FPS capped at 50 indoors and in player housing?

It used to be you could remove the game's FPS cap by editing the INI file:

https://alcasthq.com/eso-unlock-fps-cap-guide/

Now with that set, in-game vsync OFF, and video card settings vsync off, the FPS will behave normally outside, but inside, in housing, or in certain areas that are like half-inside quest instances, will always be capped at 50 FPS.

This feels absolutely god awful! Especially with TAA enabled, it feels more like 30fps, like walking in a sticky tar!

Is this a known bug currently that all indoor locations do not respect the FPS cap value?

    Hey,
I've similar issue. Before Graymoor, I've played with VSync on at quite stable 60 fps.
After patch frame rate started to drop to 50 fps. If I set to 0:
    SET VSYNC_INTERVAL "0"
    SET VSYNC "0"
I've 60 fps with frame tearing. What strange that if I enable Vsync and open youtube (GPU acceleration) in background, frame rate increased to 60 fps
So looks like eso client is not using properly GPU and it goes in low power mode. Youtube just add some load and gpu power is back. Quite strange issue.
Tried to reinstall gpu driver - no luck.
    I've i7-8700 and GTX 1060 6G.

I'm having the same issue after the recent windows update.

FPS is capped at 50 even in base game zones. FPS goes back to usual(~100) when I open a browser window playing youtube in the background.

    CPU : Ryzen 5 2600, GPU : GTX 1660s

    Windows version: 1909(OS build 18363.836)

    edit:

found a post in tech support section related to this same issue

I have the same problem! I have vsync off in game and in nvidia control panel. I caped my FPS on 144 in user.ini just to play in my desktop refresh rate 144hz. In open zones and cities i get 100-144 but indoors (houses, dungeons, trials) i get only 60... I have the recently updated Windows 10 and drivers. I tried without addons and the problem is the same. Situation worsened after Greymoor... In Harrowstorm all was awesome.

A little update from me. I changed the Nvidia Control Panel settings to Default, and in UserSettings.ini I only changed the MinFrameTime.2 to my 144Hz refresh rate and all is back to normal. I get 144 FPS whenever I go as before Greymoor. So, i think that maybe the new Nvidia drivers or something in UserSettings.ini doesn't work well. Hope it works for you guys too!

I have 100 fps in each location 2080Ti
Even after today's repair, the servers are still lagging

Sooo, I was too quick on it i guess. I launched the game one more time and 50 FPS cap is back... Buuut i noticed some corelation!
I have game on Fullscreen (only 1 Display, because I only got one) and when I hit "Windows Button" to minimize the game and I maximize it again the cap shows up!!! Any leads guys? What could it be?

EDIT: I installed clean version of Nvidia Drivers and didn't touch any settings from Control Panel and I played for 2 hours (even did new trial) and it seems ok! Will update if it changes back to 50 FPS cap.
