Objects load very slowly

I have played the game and I am experiencing some weird behaviour.
When I enter a city or new zone assets will load very slowly.
I usually have to stand in front of a building for several seconds waiting for stairs to load, then another five seconds for the actual collision model (have had to use /stuck a few times due to being stuck in stairs).
Same story goes for npcs, they also pop in after a long time of waiting.
The thing is that these things do not happen on my laptop which has worse specs than my pc.
Other than slow asset loading, the game runs fine on my pc. What could be the issue?
I have tried setting the game to minimal settings with no change.
My specs are:
Ati Radeon HD 6950 graphics
AMD Phenom x4 955 Black Edition cpu
8 gb ddr3 ram (2100 mhz)
And 1 tb hdd (7200 rpm)
I have attached a screenshot, showing what happens a lot:
The model has loaded, but the collision has not, so I am falling through the building

And I am having a very similar problem at random. I say at random but it seems to be getting worse.
My problem seems to be that it just get "stuck" loading files, including audio which will queue me into the problem. Sometimes the audio is just music, sometimes its just environment sometimes its neither. New mobs will not load up but they will attack, if I switch weapons I will see no switch, animations will continue to be the old weapons animations and no change in my hotbar, my horse will not load if I call it. In pvp I can be riding and hit a zone seam and not be able to pass by until it rights itself. The new zone is just textures and nothing else.
I have tried just about everything. Sometimes it is unplayable as this happens every few minutes. I am really very frustrated right now.

Akula✭✭✭✭Well if fixed my problem. I went and checked my users text file and found out:
SET MIP_LOAD_SKIP_LEVELS "X"
Was missing so I added it. Game runs fantastic now!0 -
I couldn't get the "SET MIP_LOAD_SKIP_LEVELS "X"" line to fix the problem for me. I've tried X as 0,1,2,and 3.0

Been hammering on this issue for some time now, so far all arrows are pointing at Zenimax's servers. May I ask where your located and who is your internet provider?0 -
