Yeah you're right lightning staff would be better. It would also seem to make more sense than double swords cause 8% aoe dmg increase is better than 6% flat damage increase and u're only using aoe skills when bombing. Might be wrong with the math somewhere doe.
Mechanical Acuity doesn't make any sense since you get 100% chance from cloack, and you basically just cast tether with buffed up proxy from stealth, you don't want to spend any time attacking to trigger the 15% chance crit buff.

You´re confusing the Penetration Magic with the light armor passive called Concentration. Penetration Magic makes your Destruction Skills ignore 10% of your enemies spell resistance. Mechanical Acuity makes more sense than you realise. While cloak gives you a guaranteed crit on your initial hit on Soul Tether, it doesn´t give your proximity detonation a guaranteed chance to crit. Depending on how many targets you hit, you need to be really unlucky with RNG not to procc mechanical acuity from the initial hit from Soul Tether.

Last time i researched that info, it was either spinner or war maiden dual wield front bad with balroghs monster and vicious death of course. But since NMA is out now wouldn't it be just as good or even better for tether bombing? What about dual wield versus staff and what traits?
I'm thinking 2 balrogh 5 nma 5 vicious death 6 1 1 inferno nirhoned frontbar resto(not sure what) backbar and soul tether for ultimate.

Ah, I seem to have mixed those passives. The 10% spell pen (after subtractive spell pen sources) isnt massive but vs heavy armor targets it can be a decent dmg boost. In regards to the workings of Penetrating Magic, the description leads me to believe you dont need to slot or use a destro staff ability:

With Destruction Staff equipped: Allows your Destruction Staff spells to ignore 10% of an enemy's Spell Resistance.
Is the description of this passive incorrect or am I missing something here?

2x Swords (Nirn mainhand, Sharpened off-hand) >>>>> Lightning staff. Fairly easy to check ESO build editor and compare (assuming you´re running Soul Tether, which you should).

My advice to OP if you want to run a bomblade:
5 Vicious Death: 2x Swords (Nirn Mainhand + Sharpened offhand) + 3x jewellery (All infused with spell damage enchants)
5 Mechanical Acuity: 5 Divines (all max magicka)
2 Balorgh: 2 Divines with max magicka
Backbar Weapon can be whatever
Shadow Mundus
Race: High elf, Dark Elf ,(Khajiit)
