Enchants getting stronger with item upgrades? (i.e. white to green with tempers)

Hello all I am at work and I do not have access but I have heard somewhere that if you do your enchant to a white item before upgrading it with the tempers/alloys etc, the upgrade actually increases the value of the enchant, however if you do the enchant after you have already done the temper/alloy upgrade its a fixed value in the tooltip and it does not get bigger.

Could anyone confirm this, if possible separately using woodworking, clothworking and blacksmithing?

Doesn't matter when you enchant the item. The enchantment will scale up as you upgrade the item.

So the enchantment will scale with item quality? what about the enchantment grade? Is that to say using a white Glyph will be upgraded to a Green Glyph when you upgrade the item itself to a green? If so what if you used a blue glyph (As a side note if you used the trait that increases enchantment, traits scale with item quality so it could end up misleading).

the enchant strength scales with the quality of the GLYPH
the TRAIT strength scales with the quality of the gear

Unless the item trait is infused, then both are affected by item quality! :p

I was going to point out, don't test this with an infused item :-)

I always apply enchants and such AFTER upgrading an item, having done it the other way and had failures eat the wpn/armor, well I just don't do it like that anymore :-)
