Frostcaster Style and Stalhrim?

So where do I find Stalhrim at so I can create some Frostcaster Armor? Is it located in Dungeon's is it a rare drop? Thanks. Worst-case scenario I'll make it an outfit to wear. If that's possible? I read a post about mimic stones? In order to create it?

    It can only be found by deconstructing frostcaster gear. Basically you need to craft frostcaster gear using mimic stones and then decon it to get a stalhrim shard. It’s best just to use the motif as an outfit style.
