What happened to that Intimidation/persuade quest in VG?

In Beta there was a Quest very early on in Auriden at the docks of VG that you had to Intimidate or Persuade con artists etc to pass, where is it for some reason in live i cannot find it or do it anymore?
If not why was it removed?

Pyatra✭✭✭They moved the NPC, when getting off the boat, go to the very last pier(or something) to the Left. Basically go west along the pier away from the harborage.Edited by Pyatra on 10 April 2014 16:410 -

Shotz✭It was removed most likely because the quest can sometimes break. It was especially evident on launch day when everyone you had to talk to were not interactable.0
