Breaking the Tide not restartable

Well, basically I'm VR1 and "Breaking the Tide" was having that bug where Captain Rana wouldn't talk to me below deck. So tried logging out and back in, questing in some other areas and returning etc. As a last resort i abandoned the quest to start it anew BUT there is no NPC to give me back the quest:( The dying argonian doesn't give it to me, neither Darj the hunter nor Rana herself (who is back at the eastern shore we first arrived at by that argonian city)
Was i the only one stupid enough to abandon it?
