What about vehicles for special transports and ships for sailing?

I can't understand why there aren't vehicles in TESO.
There are lot of textures ready to animate.
For example, carts like vehicles with new inventory skills or little ships for transports or special fishing.
I saw an overloaded donkey in Elsweyr. It was with an NPC talking about the aqueduct.
I liked that pet to a merchant character !!!
